UK Train Stations no disabled access

One of the things I liked about having the Olympics and Paralympics in Sydney was that public transport got a real boost and was made mostly wheelchair accessible. For the 14 years since Sydney hosted the Olympics I have really benefited in being able to use the trains and buses.
Recently I found an article: http://www.independent.co.uk/news/uk/politics/funding-cuts-hit-station-access-for-disabled-travellers-9256663.html, that stated funding cuts were being made to station access for disabled travellers.
So, the promise of making more stations accessible for the disabled has been broken. Two-thirds to three-quarters of the money has been withdrawn and people with a disability may or may not access trains and busses in the UK.
What happened to progress? Why are the disabled swept to the side and seen as a group that don't need to be catered for? Not given the ability to be on an even playing field when it comes to accessing public transport just is not fair!
